Reactive Changes: These are the changes which take place when an organisation has to implement changes. It also means that the demands made by the forces are gathered in a passive manner.
Proactive Changes: These are changes which take place when some factors make the organisation rethink and then finally decide the implementation channel. The change is then introduced in a planned manner.

An example of reactive change would involve that the organisation is waiting for the business to slow down or decline so that investment in marketing and promotion can be made.
Example: Nokia and Blackberry in the smartphone section failed because of this strategy.
An example of proactive change would involve investing in marketing and promotions to gain a bigger market share in anticipation of stiff competition. It doesn't involve waiting for business to decline and then bring changes.
Both Apple and Samsung are a good example in the smartphone industry field related to the above example.
