To determine the order of a reaction with respect to a partcular reactant we have to choose any two reactants where the concentration of other reactant is constant. So that we can study about the effect of change of reactant on the rate of reaction.

Now in the given experiment to know the order of ClO2 we have to choose expt 1 and 2 where the concentration of OH- is constant.

I.e

Here choosing expt 2 and 3 won't be useful because the concentration of both reactants changed making it impossible to determine the individual effect of each reactant on the rate. To know about the rate of change we have to keep one reactant constant and study the effect of other.
