It is important when hiring a new employee to obtain photo ids and other identification. If a company is very small with limited separation of duties, who should approve new hire paperwork?

In the case of a very small company with limited separation of duties, new hire paperwork should be approved by the Human resources manager. We can't think of it being approved by a functional manager as the duties are not separated and it might not be a good idea to have functional manager with a number of admin tasks to be performed. The human resources manager would be the right candidate to approve the new hire paperwork.
