binary is a way to represent numbers (or count) using only two symbols namely {0,1}. Since it is a way to represent numbers it is called a numbering system.

similarly, Decimal is a way to represent numbers (or count) using ten symbols namely {0,1,2,3,4,5,6,7,8,9}. Since it is a way to represent numbers it is called a numbering system.
