Given

The house owner paying $86.9 / year due to leakage of heat from each window.

The number of windows n = 15  

now the owner replaced all the windows with new ones having Triple (three times) the R value

we know that the R values measures the resistance to the heat flow so the leakage of heat will be reduced by 3 times ,so that the cost also reduced by 3 times , means each window can save 1/3 of previous amount that is  

each window can save (1/3)($86.9) = $ 28.9667 = $29  

so the total saving is equal to the saving of each window * the number of windows

the homeowner can save per year is $29*15 = $435
