Despite the huge emissions of methyl chloride, its ozone depletion potential (how harmful overall) is only 0.02. Why?

Ozone Depletion Potential is measured relative to CFC-11 and it represents the amount of ozone destroyed by emmision of a vapor over its entire atmospheric lifetime than that of the ozone layer destroyed by the CFC-11.

Many gases like methyl chloride, trichloroethylene, etc has low ozone depletion potential (like in case of methyl chloride it is 0.02) because these gases as a solvent have high smog formation potential. In lower atmosphere, they are easily oxidised by hydroxyl radicals. So, they are not able to reach high altitude in greater amount and cause ozone layer depletion.
