In NaCl the ionic bond between Na+ & Cl- can easily be destroyed by the dielectric energy of water solvent.
In MgO the bond is between Mg2+ & O2-.Mg2+ ion & O2- ion are smaller in size than Na+& Cl- ions respectively. As such the ionic bond between them is stronger than that between Na+ &Cl-. The energy associated with water is not enough to break it. Hence MgO is insoluble in water
