Spiral galaxies has flat rate of rotation that means the rate of rotation of masses at centre and masses at is of galaxy is same which is not obvious because the journey to the centre strongly and hence should be having higher rate of rotation but that's not the case. Now this problem is is solved by the introduction of dark matter and dark energy scientist speculate of course but haven't it product that the dark matter could solve this problem dark matter is nothing but special type of matter that cannot interact with light while dark energy is some kind of anti gravity force.

In your question ask that how neutrino could solve this auditor in my knowledge it's not neutrino it's dark energy and dark matter with solve this problem.
