Though the question is not very clear, the answer is YES. Because while stirring, the rotation of the liquid ( coffee or tea) causes a centrifugal force which acts on itself. IN the neighbourhood of the walls of the cup the liquid motion is reduced because of the frictional force. so the angular velocity is less in this region than the central regions. So the velocities of the different parts are different... I hope you have understood... thank you... cheers..
