According to the general rule of solubility , like dissolves like. So polar compounds dissolve in polar solvents and non polar compounds dissolve in non polar solvent. The hydrocarbon chain in the alkene molecule makes it non polar in nature , and water is a polar solvent. This is the reason that alkenes and water do not mix.
