There are total 20 essential amino acids required by our body. All these 20 amino acids show different properties . They all are different and therefore form proteins which have different structure and functions to perform in our body.

There are water soluble amino acids, water insoluble amino acids, charged and uncharged amino acids and so on.

Serine (Ser), denoted by symbol S,is a polar amino acid which have hydroxyl group in its side chain. And because of this OH group, it shows high solubility in water as compared to phenylalanine (Phe) denoted by symbol F and lysine (lys) denoted by symbol K.

Phenylalanine is the least soluble amino acid in water, followed by lysine and then the serine which is the most soluble in water among all of them.

Phenylalanine being a derivative of alanine,have phenyl substitute on its beta carbon. Therefore it shows very little dipole moment and tends to repel water. Therefore it is insoluble in water or is least soluble in water.

Serine is a polar amino acid and is found on the surface of proteins. It has various functional side groups that provides it with more polar character and make it hydrophilic .

Therefore the order of amino acids from least to most water soluble amino acids is phenylalanine, lysine and then serine.
