n=200          
Level of significance =   0.05          
Estimate for sample proportion = 0.193          
              
Z test statistic formula for proportion

P value is 0.0314.........................by using Excel command NORMSDIST(-1.86) or by using Z table.

P value is 0.0314 < 0.05

Therefore, we reject H0.

Conclusion: We have sufficient evidence at to say that, t less than 25% of U.S adults are smokers.
