According to me, terrorism is a broader concept covering any nuisance or attacks over countries. Terrorism not just includes attacking by bomb or weapons, it means to spread terror by any means be it an emotional terror, spiritual terror or any other sort of terror. That's why it has been defined very differently in different places throughout the USA. People have different approaches toward understanding terror and different approaches mean different actions. Some places may not terror related to the weapon but can have political terror, by groups rooted in political ideology, or terror-related to religion. There can be multiple reasons and that's why terrorism has been defined differently.
