how does a nondemocracy versus democracy performs with respect to that dimension of governance.
Democracy refers to a government which is formed by the people, for the people and of the people. Common people take the center stage in a democracy where they elect their representatives who serve people based on the constitution that was developed in agreement with all the people. People have the right to free speech and have the power to change the government using their votes. Non-democracy refers to all the other forms of governments such as monarchic, autocratic, socialistic etc. People have less role and freedom in terms of electing the government representatives. Although some non-democratic countries have a constitution, people won't have a say. Freedom of speech would be limited and those who speak against the government would be executed.
