No not at all. Liberty, freedom etc are always subject to certain restrictions. Liberty can not be unlimited. E. G it is not moral to allow anyone to commit suicide just because he has liberty do whatever he wants. State has right to regulate liberty in the intrests of peace, health of people etc. What matters is greater good of society and rationality. It's rational to protect health of population and it serves greater good
