When the horixontal swirl is tilted in vertical motion, the central axis of a vortex froms the vertical movement shaft for the wind. The tangential component is the one with the centifugl inertia. The tangential component to the vertical component forms the swirl ratio. Vortex breakdown will occur when a downward draft happens with increasing swirl ratio maybe forming two or more mini vortexes in the system. So tha answer is "Air sinking towards the center of the vortex due to pressure difference."
