This helps to identify which criterion is constrained, which should be enhanced and which can be accepted. Some argue that all of these criteria are always constrained. Agree or disagree? I agree with the statement that all the priority matrix criteria are constrained.
A priority matrix is basically a time management software which helps the project managers to achieve project succession. Although these criterias contribute much to the project but it is difficult to control those criteria as it is restricted to some conditions. Such as cost, which is the project budget, is limited to some cases and this may happen because of the project sponsor. On the other hand, scope, which consists of the activities to achieve a project goal and because of limited resources such as labor, materials, sometimes scope too becomes constrained. It is known to everyone that time, remains an issue while completing a project, so scheduling a project is very necessary so as to accomplish the project goals. Like that of scope, performances to complete the project too vaies from situation to situation such as limited or availability of resources which may delay the project performance. So, it can be said that all the above four criteria are constrained and the project manager needs to plan accordingly with them.
