Why might it be important to look at the effectiveness of government policy through the "claim and blame" perspective? If the government agencies and politicians use each other to shift blame away from themselves how effective can governments really be? How might this be resolved?

The "claim and blame" perspective can be effective only for a short period of time. Political parties cannot survive solely on this basis. However, this becomes important during debates, to highlight one's party achievement over the other, opposition party finding out the faults in the policies and actions of the ruling party etc. This is generally done during the time of elections as a reminder to the supporters and general public and to dissect policies and bring to light, things which may be overlooked at, by the public.

However, as said before, surviving solely on this strategy is deemed to be a failure. People are not foolish to fail to understand this. If the ruling party does this, then the Government will be very ineffective and ultimately the people and economy are affected.

An effective Government is one, which believes and does effective action, with the best interest of people and economy in mind. Criticising attitude is fine to identify and highlight the flaws and claiming appreciation due for one's work. However, overdoing it is a big No.
