toddlers and infants are usually observed in piaget's sensorimotor stage or Kohlberg's preconventional stage. I am writing this answer in reference to these famous theories in development and may refer to other development theories life freud's or eriksons's if needed.

1.adequate freedom is necessary for an infant to explore the nearby surrounding without any fear or restrictions. the child may use his hands or feet or mouth to touch, grab or feel objects for recognition.

2. challenging work requires infants or toddlers to think in a different way. use their body and mind in a flexible manner. but not much of challenging work can be given but infants or toddlers are good with trial and error tasks hence would stimulate thinking.

3. appropriate resources are essential for children to increase their horizon of being familiar with the objects around and how they can use them to solve basic problems or needs.

4. a supportive supervisor is an important aspect that comes from Vygotsky's zone of proximal development and scaffolding. This is an important concept that relates to the difference between what a child can achieve independently and what a child can achieve with guidance and encouragement from a supervisor. for instance child could not

solve the jigsaw puzzle(in the example above) by itself and would have taken a long time to do so (if at all), but was able to solve it following interaction with the father, and has developed competence at this skill that will be applied to future jigsaws.

this is an important aspect in developing competence and confidence and later on the child can independently do it once he starts excelling under supervision

5. diverse and communicative individuals allow the child to adapt to the learning of language from the environment, increased vocabulary and great expression and apprehension of language.

6. recognition is mainly looking and matching what is already there in memory Without it, children struggle learning letter sounds and recognizing words. Children who cannot recognize letter or say colours or objects and name with their sounds have difficult learning how to read.

7. sense of cooperation is an important aspect in learning and development in order to reduce self centered approach and also reduce id in children. if moulded and taught at a younger age becomes easier to adapt at later stages of life.

8. an organization that supports creativity simply encourages them to think in a more divergent way in order to produce more creative and novel solutions. hence one will develop to see things in a more broader spectrum.
