An IGO is an organization composed primarily of sovereign states, or of other intergovernmental organizations. IGOs are established by treaty or other agreement that acts as a charter creating the group. Examples include the United Nations, the World Bank, or the European Union. An intergovernmental organization is an organization that is created and managed by states. Their key characteristic is that only sovereign states are members. IGOs are not merely groups or clubs of states. An IGO is a legal entity that is recognized in international law. There are approximately 400 IGOs in the world today, which is more than a fivefold increase since World War ii. The term intergovernmental organization (IGO) refers to an entity created by treaty, involving two or more nations, to work in good faith, on issues of common interest. In the absence of a treaty an IGO does not exist in the legal sense. IGOs that are formed by treaties are more advantageous than a mere grouping of nations because they are subject to international law and have the ability to enter into enforceable agreements among themselves or with states. IGOs exist because states know they have a problem in common, yet they are unable or unwilling to be the one to fix it. An IGO can simply provide a meeting space for discussion, it can monitor compliance with an agreement, or if the parties agree, it can even impose a solution.
