why is India one of the founding member's of the international labor organization has not ratify most of the laws and why did India who is founding member's just ratify the international labor organization laws.?

Whenever any convention is ratified, it brings some legal obligations on the associated country and this is the main reason why India is very careful in ratifying the various conventions of ILO. The normal practice in India has been to ratify any convention only when the country's government and parliament are fully satisfied that the country's laws and practices and the conventions of ILO have conformity. The country thinks that the best way to move forward is to implement the standards of ILO in a progressive manner and leaving the formal ratification for the future period of time when it becomes more applicable. The country has ratified almost 41 conventions of ILO which is far ahead of many of the countries which are the members of ILO. Despite not being in the position to ratify some of the conventions of ILO, the country has voted in favor of these conventions and at the same time upholding its position for future ratification.
