In my opinion, the decision taken by John is the correct one as he is trying to collect information before the initiation of a solicitation process. Any type of procurements which implemented RFI to collect the information so that it can help in making some decisions on the basis of different steps to take some other or next steps before going to the process of negotiation. In most of the cases, RFI is implemented with other types of requests for example RFP.

RFI can be seen as a solicitation which is provided to overall foundation of probable contractors for adapting, collecting information, being ready for the RFP or RFQ, coming up with a suitable strategy or development of a database which can be used in future negotiation processes. It will consist of different suppliers, competitors, supplier strategic projects and market factors.

In order to have a wide list of different products or services, RFI can be used by the procurement process in order to get the information about the pricing which can be further used for comparison for further negotiation. This cannot be treated as the foundation for the negotiators but with the analysis of the RFI results, strategic alternatives, it is possible to identify the different methods used for controlling the cost.
