No federal state can't be saved and local budgets can't be saved by ending criminal prosecutions of non homicide cases and instead punish criminals by civil preceeding in the court for name sake. Because 1.the accused who is going through the preceedings or law suit may be the one who has committed the crime or may not be the one . 2.And there may be also a corner of self defence which we have to look for. If the accused is punished with death sentence or the other punishment due to the name sake undertaken civil preceedings with out going in depth of the evidences but the accused belongs to one of the category mentioned above two possibilities then this country may be loosing one of the good citizens of it and there family may be loosing means of there living and person they may be loving the most.
