Ans: The universality of Art cannot be harmful as a form of "cultural strip mining "it has to be an Art as a part of Humanity in common.

As Said by Jack Donnelly....

Human rights are " Relative "and he defends on what is called functional, international, legal and overlapping consensus universality. But agrees on universality as empirically , philosophically or politically indefensible.

In general more emphasis is given on human rights which are properly understood leaves a considerable National Space, Regional Space and Cultural Space including diversity and relativity partially.

However this concept is quite widespread and Human rights are closely tied to CLAIMS OF UNIVERSALITY.
