When a sandbox is made available, and the users are not actively implementing it as if it were real, the benefits of having the parallel environment is lost. When this occurs, any issues that would’ve been uncovered in the sandbox (and corrected) are transferred to the live environment, the controls are lost, and the project will go over budget and overtime.

Regarding the Boeing project, Boeing is a publicly traded company. And as such, they were (are) required to keep controls in place like I’ve described to avoid the failures that were encountered. When Boeing was considering moving from 30% to 70% outsourced design and manufacture, the process could have been improved if the project was completed in smaller well-controlled steps to achieve their 70% goal. Boeing should not have simply flipped a switch and move most design and manufacture of massive amount of parts to unrelated parties and expect everything to move steadily forward with no implications.

A smaller scale test environment would have been useful. Boeing should have begun with a project plan and communicated the contents of the project plan throughout the organization as well as manufacturers and outside stakeholders affected by the plan. The project should have outlined one part or process to be outsourced. A well-written project would outline the scope of work including the product, how it will be used, the time frame for completion, and the acceptable materials allowable for construction. The project should have also outlined the regulatory requirements a bidder would be expected to adhere to as a participant in the project. The project should include a bid date, and a time for reviewing the bids and bidders for their ability to meet the demands of the project. Upon review of bids, the project manager should not decide to award simply because a bidder has the lowest unit price. Each bid must be thoroughly reviewed to ensure the vendor can meet the demands of the smaller scale project. Throughout the project, additional controls should be implemented to ensure the vendors and in-house staff are communicating well with all stakeholders. This will allow Boeing to move the design/manufacturing to an outsourced type business model over time while allowing the suppliers to grow in a responsible manner.
