The Phil genotype is in cis condition because he inherited all the mutant allele from father. The father passed A- B- allele bearing gamete to the Phil.

Parents: A+ B+/ A- B- ( Phil) × A+ B+/ A+ B+

The genetic distance between two genes are 20 cM. This suggests that recombinant gametes are 20% and parental gametes are 100-20=80%
