When three forces are at translational equilibrium, It means that the vector sum of the 3 force is zero.

Correct option is I.

F1 + F2 + F3 = 0

Here |F1|, |F2|, & |F3| can be anything, but it will be like this that there sum will be zero.

for ex. F1 + F2 = -F3, etc.  

Also It's not necessary for them to be parallel. Since sum of three parallel forces cannot be zero.
