It is simply to the fact that voters view entertainment benefits from sports more than they view the benefits from voting. Main reason for it is that benefits from voting are uncertain and are so dispersed that they can't easily view what benefits they will get. Neither do they have enough information about policies of various candidates and their possible outcomes that effect voters.
