1st question : Demand levelling is a method to control large fluctuations in load demand to an electrical substation. Actually demand levelling means supply power=load demand. Nowadays demand levelling is done through smart grid or batteries.
In another words purpose of load levelling is to store the energy when load demand is less and releasing the energy when demand is more(batteries are used for storing.
2nd question : Electric bill is inversely proportional to load factor(load factor is ratio of average load demand to peak load demand). By demand levelling, we are able to retain the load factor near to 1 by controlling average load demand.
So more the load demand less the monthly electric bill. Generally load factor is less than .75 without demand levelling.
