Issue	Here, issue is several people visit Restaurants and Bars, Majority of them do like non smoking in the restaurants and bars, further such smoking could spread within the close environment, non smokers and other public would be affected as a result of passive smoking, hence, with such smoking, we could seen social harm or bringing harm on other people.
Rules	Here, rules set by City authority that Smoking is prohibited in restaurants and bars, however, people could do smoking in outdoor seating areas and within the smoking zones.
Analysis	Here, smoking causes harm, it could be done within the smoking zone area, so it could bring equal protection to the smokers and non smokers, usually, non smokers will not be comfortable with such smoking, bars and restaurants insider area should be suitable for all, it should protect interest of public, hence, smoker could go for smoking in outdoor area, non smokers could feel comfortable insider, with such practices, interest for both can be met.
Conclusion	It can be concluded that, it is necessary to understand harm on public and pain areas of public, as non smokers could be dissatisfied, if smokers start smoking within the bar and restaurant place, hence, it is necessary to build the place comfortable for all. Smoker could chose outdoor area and they can do smoking, but Non smoker would get satisfied, as smoker will not smoke within the Bar and restaurant area.
