Hydrogen bonding and electrostatic attractions both are non covalent interactions but hydrogen bond is more strong non covalent bond.

Hydrogen bonding involves the attraction of dipole-dipole between partially electropositive and highly electonegative.

Electrostatic attractions involve the ionic interaction between ions and molecules with full charge of opposite signs.
