Answer

It is quite simple. Snow in mountain leaks is stored primarily during winter. This snow melts during warm temperatures and becomes part of water flow of colaredo River. However sublimation turns snow into vapour without turning snow into liquid form. Thus snow is lost but water wlquantity in river doesn't increase. In this way sublimation is responsible for decreased flow. Due to rising temperatures sublimation has increased.
