Should individuals living in resource-scarce conditions be held to the same norms of rationality and norms of moral responsibility as those living in resource-rich conditions?

The world is divided into many classes of people who live in various conditions where they have varying opportunities, resources and values. This would mean the lifestyle and life choices are different for people who live in different conditions. It would influence the way they live, think and behave in their own environments depending on the constraints, limitations and availability of resources. So, it would be unfair to treat everyone equally and apply the same norm of rationality because it would cause inequality. This is very similar to cultural relativism which suggests that people and their values should be judged from their own cultural backdrop and not with other cultural values.
