The equation is describing the self-oxidation-reduction reaction of bromine in water.

The Br2 undergoes both oxidation and reduction in this reaction which is called self-oxidation-reduction reaction.

It changes from 0 oxidation state to -1 oxidation state and 0 oxidation state to +5 oxidation state.

The second statement is false as bromine did not change from 0 to +1 oxidation state.

When we write the balanced form of the equation, we can observe that twice the moles of OH- reacts with the moles of Br2
