• Requirement - Verify the requirement of the project and verify the required resources needed for the project,
• Verify why mobile broadband is required in the project.
• Skilled employees - employees are skilled to use the laptop or not.
• If the requirement is high for the project i.e. employees should be equipped with laptops with mobile internet then the request should be approved with high priority but before that employees need to be verified that they are skilled to use the laptop.

I would approve the request if it is demanded by the project and employees who satisfied the project requirement laptops request would be approved for them because Laptop is an asset which involve the cost requirement in organization and people or employees who actually needing Laptops only they are approved to have it.
