The properties of buffer solution are :

The buffer solutions are the ones that help in maintaining the pH of the reaction system.

They have a constant pH for over a long period of time and the pH does not change even when strong acid or strong base is added to it.

The key components of buffer are : weak acid and its conjugate base or weak base and its conjugate acid.

25% HCl has 25 g of HCl in 100 mL of solution

so mass of HCl needed = 25 g

45 % HCl has 45 g HCl in 100 mL

so 25 g HCl will be present in : (25 g x 100 mL) / 45 g

= 55.5 mL

so 55.5 mL of a 45% HCl solution is needed to prepare 100 mL of 25% HCl solution by diluting.
