The electric field is force per unit charge. The meaning of this is that let us say we have been provided with an electric field of strength 10 then it means that if we keep a unit charge in that field, it will experience a force (attractive or repulsive based on polarity) of magnitude 10 Newtons.

Now voltage at a point is the difference in potential from a point spaced at a large distance to the referenced point. It is that the point is at a potential difference of 5 volts with respect to the zero potential (ground). The ground is assumed to be existing at a zero potential and any other value is with respect to that.
