WBS starts with the identified project scope and timelines and resolves around building a plan to best address the time + scope. At the same time, remember to factor quality in. Hence WBS is sometimes called a scope management system. Quality should be intervened as early as possible - do not let this remain as an afterthought.
And yes, it is TRUE that Work Breakdown Structure is always created using a phased-in approach.
Few insights to learn about WBS:
It all starts with scope. Scope needs to be well-identified and sorted. This starts with clearly defined statement of work outlining the "what".
The second step is to identify the different phases which the development should pass though to make it to the scope in time.
Each phase has deliverable which is identified in the third step.
Lastly, the tasks are identified to realize the deliverable or to ensure that deliverable is created.
