Yes, lower voter turnout is always a problem in ay democracy as it will not reflect the real feeling of the majority of the democracy and in fact, it can result in the rule of minority due to the nonparticipation of majority of voters.
In order to increase voter participation, we have to have collective efforts from the various segment of society and the government. Media, opinion leaders, celebrities, government agencies which conduct the election, family members and all have to motivate the voters to cast their right to choose their representatives.
Opinion leaders and celebrities can request their followers and fans to go and vote while media can also conduct some campaigns to boost the voting percentage.
The agencies conducting the elections are needed to come up with better facilities which are convenient and takes less time.
Politicians need to have a clean and good image and have a clarity of thoughts and vision for the country
