China wanted to reap the rewards of capitalism in Hong Kong and did not want any civil unrest from a quick takeover and transformation of its society. However, the Communist Party also wants to have the most control it can get.
How can they maximise control without losing what makes Hong Kong valuable? They decided to come up with “"once country, two systems”, so they have the justification for de jure and de facto control over Hong Kong without destroying the features (free market, semi/limited democracy, own government, increased autonomous) that makes Hong Kong special . They also do not want civil unrest in Hong Kong; who wants bureaucrats from Beijing taking away their rights?
It’s starting to fail. A free market system means a more open society. Many in Hong Kong want universal suffrage, rule of law, continued autonomy and democracy (not the watered down, will-be-taken-away-later version China is offering). China will soon have to choose between freedom and profits, or control at the expense of unhappiness, more protests in the future, and stagnation.
