answer is "B. Universities began stressing science and engineering.". During the Industrial Revolution school became compulsory for all children regardless of their social class. Before this it was thought that the education is something only the wealthy could afford. This became the prototype for the modern educational system we have today as this was basically the beginning. There were numerous educational laws enacted in order to allow this, the Educational Bill of 1870 is a good example.
