Public administration theory is based on the three prominent theories that put light on the public administration. The first theory is a classical theory developed by Wilson & Weber that focused upon bureaucracy as an approach to run the administration. It will bring right and clear set of policies, guidelines and roles so that public administration takes place efficiently. The classical theory also preferred to bring the concept of merit based promotion and a system that is non-political with a blend of professionalism. It will bring efficiency to the public administration, as proposed by the classical theory. The second theory is modern public administration theory that observed the drawback of bureaucracy and implemented the idea of a free market, private sector principles and relied upon the new form of structure to help public administration become more efficient. Though, it had the influence of capitalism, that made many government organization to not to follow the modern public administration theory. The third theory is post modern public administration theory, that truly adopted the model of globalization, consumerism and capitalism that brought flexibility to the public administration. It made decentralization of authority and decision making as well in public administration so that it becomes free from the drawbacks of bureaucracy. This is the theory that gave scope to deliver public administration with more flexibility, transparency and success. So, it can be observed that from classical theory to post-modern public administration theory, there is a gradual & more focus to bring flexibility, decentralization and efficiency.
