Application to water rights and air rights: In places where land is privately owned, the owner has an incentive not to pollute his/her own land and can sue others who pollute it. But in places where water and air are a commons, private parties get the benefit of using the resource while the cost of abusing it (e.g., pollution) is borne by all. So, as with land rights, privatizing those resources would this force polluters to pay the costs?

Yes, it would force polluters to pay the cost as the common resources are now privatized. Mostly whenever the resources are common people misuse them as a result there is lots of pollution.If resources are privatized owner forced the guilty party to compensate.
