The statement that the empirical evidence for cognitive bias itself describes the cognitive bias is true.
The cognitive bias refers to the tendency of an individual to deviate from what is a norm or is rational as per the factual judgement.
The best example in this regard can be the the halo effect , which creates a long term good impression of a candidate or a person just on the basis of one good deed , thus not considering the other traits or the character of a person.
The empirical evidence for the cognitive bias represents the concept in a very logical manner by holding that as per the human nature and observation of psychological setup of mind a human is susceptible to get influenced by the sorrounding factors , practices of others , personal interests, physical characteristics and nature of the individual.
Thus after the observation and studying the patterns that drive the human actions it has been evident that the tendency of an individual to get attracted to some characteristics and thinking of others either well known, holding a position or status or just having a good amount of charisma results in the favouring to those characteristics irrespective of whether they fall under the norm or depict irrationality or not.
It is the human nature of not sticking to the undeniable truths and logic, as the forces that drive the actions of a person are alluring and attractive enough to catch the attention of person that makes the individual to not think about the rationality and thus deviate from the expected character.
Then the empirical evidence through experiments shows us how the individual gets directed towards the particular conduct by not even realising what the outcome of that act would be.
Empirical evidence discovered what today is called the Bandwagon effect
It is referred to the fad or a belief that influences the person towards adopting that what everybody else follow or incorporate.
It is the tendency to uptake the beliefs, ideas, and trends that increases the interest of people resulting in more that they have already been adopted.
The cognitive bias has resulted in the various concepts such as :.
the recency effect which makes the person believe what recently has been witnessed by him or her.
The horn effect by which a person develops hatred or not liking towards the other just because of one bad activity or mistake by that person.
The empirical evidence shows the cognitive bias being molded by the trends, fashion, popularity, thus resulting in distortion in reasoning.

Hope that works.
