Why is water used to validate volume delivery?
I hope this helps you.
The accuracy of the various measuring/delivering equipment is very important. Before delivering any volume of some substance, we can always use water to check whether the delivery being made is of the correct measurement or not. Specifically water is used in this because:-
1) Distilled water doesn't act as an impurity and can be easily dried off after validating the volume delivery.
2) The density of water is very near to 1g/ml, so it is very easy to observe how much volume has been added (by doing the corresponding mass increase - volume added calculations)
3) Water isn't costly and hence it's better to use it for these validations.
Do comment if you have any doubt.

All the best! :)
