Oxidation state of element in its ionic form is equal to the charge on ion.

MnO2. Let oxidation state of Mn is x.

x + 2(-2) =0

x= +4

In acidic medium reactions MnO4- will converts to Mn2+, while oxidising the other species in the reaction. In strongly alkaline medium potassium permanganate converts to manganate ion. In neutral medium it converts to MnO2 , but after some time medium of reaction mixture becomes alkaline.
