In systems using virtual memory, some memory frames are made permanently resident i.e., pages loaded into those frames can never be paged out to make space for resolving a page fault. Of what use would such ‘resident frames’ be to the OS?

Answer: Some programs are marked as memory resident , i.e. the Operating System using Virtual Memory cannot swap them out to the Storage device for resolving a page fault. These programs are some parts of the Operating System itself or some other programs which are most frequently accessed by end user. In other words, These memory resident frames could be used by OS to store some of its own parts (programs) or other special programs like calender & calcular that are used very frequently.
