The fundamental principles of ILO are - workers must have the freedom of collective bargaining to negotiate their wages, elimination of compulsory labour by force, ending of child labor, elimination of employment discrimination.

2) C) An employer allows its employees to access its bulletin board, but prohibits union solicitation material from being displayed on the board.

It is an unfair labor practice that employers allows employees to get access to bullletin board whereas prohibits materials of union solicitation from being displayed on board. Besides, an employer has the right to prohibit employees from entering into his or her property. Employer can also lawfully deny the access to union.
