Quick question about kinematics! For rotating bodies creating gravitational waves as they move closer to each other, what causes the amplitude and frequency to increase? Does the relative velocity of each have anything to do with it?

Doppler effect (relativistic) causes the change in amplitude and frequency to increase as two rotating bodies move closer to each other. For waves which do not require a medium, such as light or gravity in general relativity, only the relative velocity (between the observer and the source) needs to be considered.
