Point 1 is not a natural characteristics of US property law. When private property owners are not home, public is not supposed to enter.

Property owner get the rights to the property with government departments approval and due process. So any change ti it also require to go through government departments and procedures.

Though value of property decline with time, ownership remains in full with the owner till its officially transfers.
